Accrual value returned by formula gets overridden

We have run into a strange case for accrual balance calculation.

We have an accrual absence plan and there is fast formula linked to the absence plan as part of accruals (under Accrual Matrix).

Accrual Method = Front Loaded.

As per the related fast formula, for the new hires joining in the mid of the year - the accrual will be a prorated value.

e.g.

the maximum entitlement is 24 days and anyone joining in mid of year should get 12 days.

When we run the job # Calculate Accruals and Balances, even that returns the same details for the given employee as 12 days.
