Restrict ordered quantity update on sales order line for a draft order

Summary:

Hi all,

Is there any way we can restrict quantity updates on sales order line when the order is in draft status?

We are importing SO's from 3rd party system where we freeze price and no quantity updates are allowed.

However we can let 3rd party system to do quantity updates like for cancellation where we set quantity to 0.

There is no specific privilege we could remove to avoid users updating qty because some other fields they are allowed to update

Also in VBS there is no way we can make this field as read only so what are the options?
