Is it possible to trigger VBS validation rule upon clicking delete?

Requirement :-

We have a requirement to allow employees to delete their primary/home address only when they have two home addresses on record.

The system should prevent deletion when only one home address remains, ensuring that at least one valid home address is always maintained.

Can this be achieved using VBS business rule since it triggers only on submit or is there a way to configure a rule on the delete button itself.
