Generate Payslip Stuck

We have setup the Payslip delivery method to FTP for delivering it to ADP. When we are running the Generate Payslip process for even 1 employee it stuck in In Progress state on the "Archive Information and Generate Report" step and progressing from there.

It has been 30-40min for 1 employee and it is still running. If I remove the delivery method of ADP then it is running quickly under 1 minute.

I have verified the ADP documentation and the configuration seems to be correct so I am wondering what is it that we are missing.
