Grade Rate Values Not Updating in BI Publisher Report for Rates-Based Salary Basis

We are experiencing an issue with Grade Rate Minimum, Midpoint and Maximum values in a BI Publisher (BIP) report when using a Rates-based Salary Basis.

When we update the Minimum, Midpoint and Maximum values for a grade rate, the updated values are correctly reflected on the application front end. However, the BIP report continues to display the previous values.

Interestingly, if we resubmit the employee's salary transaction without making any changes to the salary, the BIP report starts reflecting the updated Grade Minimum, Midpoint and Maximum values correctly.

Expected Behaviour:
The BIP report should reflect the latest applicable Grade Rate Minimum, Midpoint and Maximum values based on the effective date, without requiring the salary transaction to be resubmitted.
