How and where are HIGH/MEDIUM/LOW severity levels determined in the Pending Award panel?

We want to assign HIGH severity to CLOSED negotiations with less than one day remaining until Award Date and prioritize them for display.

Which workflow or prompt should we modify? Please kindly provide the supported steps and relevant documentation.
