Workforce Compensation: Can Multiple HR Partners Update the Same Worksheet with a Separate Approval

I would appreciate your advice on the feasibility of configuring the following requirement in Oracle Workforce Compensation.
Our client would like multiple HR Partners to collaborate on and update the same compensation worksheets. For example, HRBP 1, HRBP 2, HRBP 3, and HRBP 4 are all responsible for supporting the employees included in the worksheet.
The required approval flow is:
- HRBP 3 submits the worksheet.
- HRBP 4 is the first approver.
- Head of HR is the final approver.
Our understanding is that approvers can access and update the worksheet during the approval process. However, we are unsure how to provide HRBP 1 and HRBP 2 with access to the same worksheets.
