Worklist Application link in journal approval email not working after OCI Upgrade

We are seeing the Worklist Application link in journal approval, req approval, and FRS report emails not working. The user tries to login through SSO and they get a 'unauthorized user' error. The user can successfully login through SSO using the regular everyday link. But when trying to click on the 'Worklist Application' link that comes in the emails, they get that error.
