My OCI Always Free VM.Standard.A2.Flex instance in Frankfurt has been administratively disabled. The console refuses all actions, and I cannot open a technical support request because my tenancy is on the Free Tier. My 47 GB boot volume still exists, and I need help re-enabling the instance or recovering my data.

Hello Oracle OCI team and community,

My OCI Free Tier / Always Free compute instance in the Frankfurt region (eu-frankfurt-1) has been disabled and cannot be started.

The console displays this error:

"Instance is disabled and will not accept any action requests. Please contact customer support to reenable."
