VM Standard A1 Flex instance has been disabled despite being within limits

Summary: Hi as you can see from the title I have an issue where a week after my free trial expired my instance was disabled and the chat could not help me without telling me I needed to upgrade however, I can see that I am within limits so unsure what to now do? Also despite being a free tier account my account had access to a higher ocpu and ram limit than from what I can see from others so unsure how to proceed and I cannot resize the shape down. I would greatly appreciate any help anyone can
