Min-Max not honoring Sourcing Rule in case of multiple Suppliers associated with the same Item

We have a scenario where the same item is associated with two different approved suppliers through separate ASLs. Each supplier also has its own CPA. Upon running Min-Max Planning for the item, a purchase requisition is created as expected. However, we observed that the supplier associated with the CPA that was created first is being defaulted on the requisition. To further validate the sourcing behavior, we created a Sourcing Rule containing both suppliers and assigned it through an Assignment Set. However, the requisition generated through Min-Max Planning does not appear to be honoring the Sourcing Rule or Assignment
