Dynamic approval groups via attribute substitution

Summary:

We have 240 departments, each with a set of rules for approving things like requisitions or invoices.

Usually it goes something like:

Department XXXXX Fund Manager

Department XXXXX Amount 10k-25k

Department XXXXX Amount 25k-50k

Department XXXXX Amount 50k+

And each one has their grouping of people for approvals.

When setting this up in the BPM, the ReqApproval Preapproval Header Consensus Rules has 529 rules, and the Header Hierarchy Rules have 1557 rules, since we have the rule for each department and each tier of money.

My hope is that there is a way to set up a single rule for each of these approval group types, and use some form of expression or substitution to look at the department in the funding string and assign it to the approval group based on that.
