Does the API Service Account for the background ck vendor need to have a worker?

Summary:

The background check provider client secret key needed to be updated, to meet password standards, and now the background check automation "Initiate Background Check" is erring with "A validation error occurred. error message: Client user name is blank" on the screening section of the applicant. I created an SR, but I am stuck in AI world, and it states that we need to create a worker to associate to our service account.

Is this accurate? We really don't want to create a fake worker for a service account. I can't get a human or a manager to respond to my ticket.
