Phase and State Availability When Requisition is in Suspended Status

My recruiting team has a need to have a requisition be in a Suspended status, but still be able to move that requisition between different phases and states. I've tried to find any applicable setup in the candidate selection process without success. It does not appear that the requisition statuses have any configuration available. The recruiting team promises that they used to be able to suspend a requisition and still be able to move it. Does anyone know of any setup that allows for a suspended requisition to be moved between different phases and states?
