Not able to assign Learning courses by advance option like add by criteria under learning catalog

Problem description: Not able to assign learning courses by advance options like add by criteria where we have ability to select criteria like Hierarchy Manager, Direct reports , but these criteria are not showing any list of values from custom Learning specialist role.

Navigation: My client group> Learning and development > Learning catalog> Select any course> Assign> Advance Option> Add Criteria> Select selection method > Select Hierarchy Manager or Direct Reports

Approach already followed

1. Tested with seeded Learning specialist role and Employee Role
2. Tested with Person security profile set to - View all people
3. Confirmed all the required profile options are enabled.
