Merit Plan Not Displaying for Employee on Suspended Payroll Eligible When Acting as Proxy Manager

Issue Description:

I have an employee whose current status is Suspended Assignment – Leave of Absence (Medical) / Suspended Payroll Eligible.

I have configured the merit plan eligibility to include employees with a Suspended – Payroll Eligible status.

When I navigate to Administer Workers and review the employee’s eligibility, the employee is correctly identified as eligible for the merit plan.

However, when I access the employee's compensation information through Act as Proxy Manager, I receive the following message:

"There are no compensation plans available at this time."

Can you please help identify why the merit plan is not displaying when acting as Proxy Manager, even though the employee meets the configured eligibility criteria?
