Error after migrating FRS report between two lower environments

We are testing migrating FRS report between two lower ERP environments. Both environments have been cloned from PROD recently and Tree Version ID has been checked for all segments, they all match. We have tested migrating via export/import, archive/unarchive, and FSM Config Package. None of the methods have allowed us to run report in target environment successfully.
