Visibility User Group

Private User Group are visible to all HR

Hello,

we create some user groups with Private visibility, but HR can see all the User Group also the Private one where they are not Manager.

The Learning Specialist Custom role don't have Learning Catalog All Item Management duty role and Manage All Learning User Group role.

Can you help me to understand how to restrict the visibility?
