Reporting Downtime

Hi,
This is more of a question to Taleo, but what's the reasoning for leaving reporting down for an extra 6 hours after a SP upgrade? For us, we are down for 1-2 days when we have done an upgrade. We've been down for about 12 hours today. If it's our staging zone, we may be down for a week. I guess what makes reporting so special for SPs and why is this only been the case for the last year? What has changed?
