PA responsibilities and Organizations

  In our environment (10.5.9.2) I have 2 PA responsibilities defined (done by a predecessor).  Although they have the same menu and request group, they point to different organizations 

Navigation:

Find projects (PAXPREPR) from the list of values for field Project Name I see different data for each responsibility that I switch to and do a query

How do I change the organization to allow the responsibility to access ALL the  data relating to all projects  If I use the Superuser responsibility, I can see all.

At first I thought it was Security rules that restricted the data but with further investigations I found it to be the oganizations.  I also checked profile options and they are all set at site level
