OU Problem in r12

  I found that i could define ou during creating ledger,but after that,i can not associate the ou with inv org,but this ou can be selected in "MO:operate unit" profile,what's wrong with it ,since i can define ou in ledger,why it is missing in inv org?if so, R12 should not provide this function,it cause a lot of porblem to us.
