Oracle installed base + 2 open orders. How to realize?

 Hello, We are currently suffering a problem with Oracle Installed base and the service fullfilment workflow. As the service fullfilment flow takes quite long to finish (2 or 3 weeks, provisioning and shipping modems for Telco company), we encounter problems with opening a second order.

When we want to configure a 2nd order for a customer, we cannot do this as the installed base (which has to be updated by the 1st order) has not been updated yet. Order is still in the workflow.

Anybody has a suggestion how to work around the problem to have 2 open orders for 1 customer using installed base? Maybe a temp installed base that represents the future "to be" installed base and use that for the 2nd order?
