How to modify Notification and make changes display ?

I can successfully generate Notifications for Invoice application but how can you change the format of the displayed notification?
I thought it was this xml file that was responsible for generating notification format: E:\oracle\visappl\docsavi\11.5.0\mds\docsavi\oracle\apps\ap\invoice\webui\xxx.xml

However, when I change the text or make other small changes to the xml file the NEXT notification doesn't include changes that were made.  First I restarted Oracle services, Oracle Apache server, etc. and that didn't help. Then I restarted the entire server & that didn't help.
