PLA invoice and PLA Invoice payments

 HI All,

I would like to know what is PLA? and PLA invoice and payments? I have tried to create a pla invoice thru PLA invoices entry in payables. Once I have saved the invoice system has automatically created a invoice  with validated status and I have also made a full payment for the same to the TAX authorites even after making payments  PLA registers balances remained same.
