AP and India Localization Patch for Sales Tax

Hello, Does the India Localization for Sales Tax (VAT or CST) require Purchasing to be implemented to work?  Does it require that the invoice be matched to a PO? 

What is the difference between setting up regular tax codes in AP (without the localization) and setting up the tax using the India Localization?
