Addition of Attribute to Standard Invoice Workflow

 Hi

I need to add a new attribute to one of the messages in Standard Invoice workflow. The option is disabled for the message menu. But its found that other users have added attributes to standard WF.
So how can some users add the attribute where as others cannot.
