Problem in Default TDS section selection

 Hi

I have define threshold limit,Supplier additional Information for NULL site , but when i an trying to define Supplier additional information for the site level the Default TDS Section is not populating , showing list of value containes no values.

can any one help me why this is happining and please provide the solutions.
