Receipt Inspection Workflow Notification?

When using an inspection step in a purchase order receipt. Is there any standard functionality that allows an email to be sent to a specified address?

We have a situation where we have one person receiving the goods, but another specialised expert that is required to inspect the goods. This specialist needs to be made aware that the goods have arrived and are ready for inspection.

I am leaning towards a custom step on the workflow, but wanted to check for standard functionality first.
