Orders Not Invoicing - Header and Lines fulfillment not together

 Hello,

      We have an issue with our Oracle Apps 11.5.10.2  system that we just implemented,  that it is not allowing the order to Invoice.

       The Order header workflow is waiting for the Lines to fulfill,   but the  Lines are all fulfilled.

    This is not happening with all orders,  but we cant determine the cause.

    The header and lines are not in sync.

     Any thoughts on this,   we need to be able to invoice these orders, and we cant.

      Any help is appreciated.
