Using Data Transfer Service with Oracle

Does anyone know of a way of using Data Transfer Service (DTS) with Oracle database? Basically, we currently build an xml file up in Forms and send using utl_mail. We need to use DTS rather than email but, having looked at a few forums, DTS seems to be tied to SQL Server.

Ideally, we would just put the file in a directory somewhere and it would be picked up by a job and sent out - the DTS addresses to use being stored on our Oracle database. Is the only way to do this to set it up in SQL Server and have ODBC through to the database? If so, can anyone give me a rough guide of how any of this could be done?
