ODP .NET 10.2 varchar2 binding error

I am getting a buffer size error when I try to bind a 4K varchar2 OUT PLSQL parameter to a .NET string using ODAC 10.2   I thought 4K varchar2's were allowed in the database.  Is ODAC 10.2 enforcing an older restriction?
