Cannot forward notification of type "Employee"

 Good Day; I am trying to forward a notification, but the forward to option is saying "Employee" instead of "All Employees and Users".  With Option "Employee" notifications, although the intended employee name is populated when selected, the notifications are not delivered.

Anyone knows how to resolve.
