Tax on %age of the base amount

Hi,

How to configure about the tax being applied on a %age of the base amount. For example, 4% VAT is applied on the 80% of the base amount (100). Thus effectively,  0.04*0.8*100=3.2 is the VAT amount.

Any idea, how to configure the same.
