PO XML Delivery workflow

Hello..

I am looking for some help regarding PO XML Delivery workflow..

 In sending PO outbound to OSN, the Workflow type 'PO XML Delivery' - Process 'Send XML Document' is taking a very long time to complete.  I have had some go through in 20 seconds, and others over an hour.  

The Activity 'Workflow Send' is sitting in a status of Notified.  Outbound ECX Agent Listeners are running and the Workflow Agent Listener Service Process Log does have any activities to send. 

Can anyone shed some light on this?  I am on 11.5.10.2.
