Strategy ONHOLD is not progressing further even Promise is cancelled

Hi,

I have a ONHOLD Strategy and the workflow workitem din't created any task,after completion of workflow back ground process conc program,upto this it's working as expected.

1).The workitem shows COMPLETE status and next workitem,instead of Pre-Wait or OPEN status,it shows "to Be Created" status,thus the strategy is not progressing further.

2).Even when the Promise is cancelled or Payment is made,the strategy still show ONHOLD status.

Patch 7302758 was already applied.

Can someone help me in this.
