Important: Additional setup required when using ORAMTS with 11g or higher database.

 Hi Community,
  There is an additional setup step needed when using the Oracle Services for Microsoft Transaction Server (ORAMTS) with an 11g or higher database.

  The ORAMTS recovery service contacts the client machine to resolve in-doubt transactions via the use of the UTL_HTTP package.   As of 11g database, there is additional security built into UTL_HTTP that prevents unauthorized users from using the package so the ORAMTS user needs to be added to the Access Control List in order for it to work properly.
