Changing Database and installing Unicode

We are kicking off a project to move our HCM from PS 8.9 / PT 8.49 to PS 9.1 / PT 8.5x.  As if a normal PS upgrade is not challenging enough, we are changing our database platform as well moving from SQL Server (2005) to Oracle (11g).  We are also going to start using Unicode as part of the upgrade.  We are assuming the following sequence of evernts for the upgrade. 

1.) Install clean PS 9.1, PT 8.5x PIA w/ Oracle database on new environment selecting Unicode

2.) Copy current production (SQL Server) database to new environment.  This is a non-Unicode database.

3.) Run upgrade scripts to convert SQL Server database to Oracle Database.
