Using national characters in passwords cause sso login to fail

Hi guys,
did anyone experience the above mentioned problem ? Is this a default behavior ? Is there a setting i can add to work around this issue ?

I'm from Croatia and we have 5 special characters that cause this problem. Although we recommended our users not to put those characters in passwords, that still happens sometimes.
