Service tax settelment issue

Hi

We do have service invoices. Customer does pay invoice amount after deducting TDS. If we do take receipt first and then pass credit memo for service inovice than related service invoice does not show in service tax settlement, however if we first pass credit memo and than receipt entry, than it show in settlement. Is this bug or intended functionality.
