Does India Localization accounting entries post to SECONDARY ledger?

The customer implementing EBS Release 12.1.2 intends to use Financials for India (India Localization; IL). They have two ledgers (PRIMARY and SECONDARY) sharing same COA, CURRENCY, ACCOUNTING CONVENTION with calendar being different. The Secondary ledger is at sub-ledger level. Knowing that Financials for India does not use SLA architechture, the question is

If ALL India Localization related accounting entries are posted to secondary ledger (which is at sub-ledger level) as well? If IL is not fully supporting R12 feature of having multiple ledgers, please identify the limitation.

I do not see any documentation (in IG, UG, Metalink) in this regard. This is key to customer using EBS with IL features, else business cannot leverage R12 features.
