[Upgrade 8.4 to 9.0 MP5]Can Budget Check Transactions Process be Skipped During Upgrade?

We received this question thru the SR, and are sharing it here in the community for other users to benefit from.

 

QUESTION:

 

 

Can the Budget Check Transactions process be skipped during an Upgrade?  This process is described in Chapter One of the Upgrade Manual ver 8.4 to ver 9.0 MP5, Task 1-18-1: Posting Receivables Transactions.  In what conditions can this step be skipped?  For example, in the budget definition, revenue accounts are marked as excluded.
