Taxware Version for Financials 89, Peopletools 850, Windows 2008

We recently worked on an issue on Taxware on Financials 89 and PeopleTools 8.5. Sharing this information for those who might have the same environment.
PROBLEM
------------
ADP Taxware 3.5.9 will not load in Financials 89, Peopletools 850, Windows 2008. We get this message in the appserver stderr file.  LoadLibraryA() in pscompat.dll failed for 'D:\PSOFT\PSF89TST\BIN\SERVER\WINX86\interfacedrivers\pstwlink.dll': reason=127
