[Billing]Why Is the Ship To and Ship To Location Not Defaulting When Entering an Online Bill?

We received this question thru the SR, and are sharing it here in the community for other users to benefit from.

 

QUESTION:

 

Is it possible to setup our system so that when a customer is using a third party tax system , the Ship To customer and Ship To Location will be automatically populated when entering an online Bill?
