AME :You do not have the authority to approve this requisition and an Approval List was not created

 I am using AME to modify rules for Purchase Requisition Approval transaction type. My changes are working during Test Workbench. But when I try to create a requisition using I-Procurement

I get the error "You do not have the authority to approve this requisition and an Approval List was not created automatically. Please contact your system administrator".

Any idea why it's happening. Thanks in advance.
