Inventory Org + Location Setup for Excise Purpose

Can any one advice on below requirement.
We have one client who has one mfg facility. The two products are manufactured in the factory, say product A and Product B.
We are planning to set this as separate OU and One inventory Org.
In such set up there will only one excise registers & accounting will happen across factory.
Business want to capture the excise details for both Product separately for internal reporting. Additionally they do not want to utilize the Excise credit of Product A to pay Excise liability of Product B. But the final settlement will happen at factory level only
