DSEE 6.3.1 "search operation not permitted" when executing query with SEARCH base=""

With DSEE 6.3.1 I am getting the error "search operation not permitted" when executing a query with SEARCH base="" . 

Is there a policy setting that will allow searches without a specific search base? 

Is this a change in behaviour with 6.3.1?  I have executed similar queries against 6.1 and they do not report the error.
