Work item assignment using HR competencies

  We are currently implementing Advanced Collections using delinquency level strategy assignment (we have multiple transaction types that the business wish to chase in completely different ways due to the nature of the service).

We originally assigned competencies to the HR employee records and used these competencies against the work items in the collections setup (to ensure that we could have a strategy assigned to multiple people at different stages based on there skills)... This worked as desired and we had no issues with this, however we have now changed a couple of competencies in HR and run the Oracle IEX clean up scripts to close all strategies, we have re-run the collections requests but the changes have not been taken in to account... To me this appears to be a bug with the HR competnecy being out
