Oracle Identity Manager - Deployment Manager question

I am trying to use the OIM Deployment Manager on a test system with 9102 and BP11.  The Deployment Manager will start with the Nexaweb and will then hang.  I'm not seeing this in my Development env which is at the same level of code.  Is there a configuration that is required to start the Deployment manager?  The documentation is pretty sparse other than saying you need JRE 1.4.2 which I do have.
