PS_WTHD_TRXN_TBL.WTHD_DECL_DATE populated with Payment Date in Update 789162

 Hi,

We applied Update 789162 which change AE AP_WTHD to populate PS_WTHD_TRXN_TBL.WTHD_DECL_DATE with Payment Date. Update 855395 was then applied to fix other issues encountered in the 2010 1099 update. However, PS_WTHD_TRXN_TBL.WTHD_DECL_DATE  was changed to Cancel Date. Should the application order of the updates be reversed?
