How to add read-only users

Hi, I'm trying to add read-only users that should have the same view as cn=cirectory manager.
I looked everywhere but can't figure it out. Whatever is in OU=people cannot bind to ldapsearch. Is there another command I have to do? I'm running DSEE 6.3.1
